I'm trying to create a hook for the event auth.failure, for this I have understood that my hook should extend this class com.liferay.portal.security.auth.LoginFailure but is within portal-impl. What could be done?

You're not suppose to extend LoginFailure. You should create a class that implements AuthFailure.

    #
    # Input a list of comma delimited class names that implement
    # com.liferay.portal.security.auth.AuthFailure. These classes will run when
    # a user has a failed login or when a user has reached the maximum number of
    # failed logins.
    #
    auth.failure=com.liferay.portal.security.auth.LoginFailure
    auth.max.failures=com.liferay.portal.security.auth.LoginMaxFailures
