EINASalut: The Smart Digital Ecosystem for Improving Public Health on Liferay DXP
Background and Context
As part of its Social Strategy for Health Promotion (2016–26), the General Directorate of Public Health of the Balearic Islands took on the challenge of actively caring for and supporting its more than 1.2 million residents. The goal was to move beyond the static communication model and build an interactive environment for participation and collaboration that would facilitate the transition from knowledge to daily health action. Thus, EINASalut (“Fent bona vida”) was born—a strategic digital infrastructure conceived through Innovative Public Procurement to place people at the center of prevention and public policy.
The Challenge: Creating an Interactive Environment for Participation and Collaboration to Improve the Health of Individuals and Communities
The main challenge lay in unifying all stakeholders in the ecosystem—citizens, patients, caregivers, schools, businesses, and healthcare centers—under a single platform. This required addressing a twofold need: offering citizens intuitive tools for physical and emotional self-assessment, and providing a collaborative space for organizations to manage and showcase their own health promotion projects. All of this within a secure, flexible environment managed directly and autonomously by public health professionals, minimizing technological dependence. “The
goal of EINASalut is to help people improve their health, both individually and within the communities to which they belong. We wanted communities—schools, businesses, municipalities—to become environments that actively promote the health of those who live, work, or study there,” explains María Ramos Monserrat, head of the Health Promotion Service at the General Directorate of Public Health of the Balearic Islands.
The Solution: A Multi-Site Ecosystem Based on Liferay DXP
The General Directorate of Public Health entrusted Ayesa Digital, a Liferay Platinum Partner, to lead the design, development, and deployment of the EINASalut digital ecosystem. The choice of Liferay DXP as the project’s technological foundation was key due to its modularity, scalability, and user experience management capabilities. The project was approached using agile methodologies as part of a multidisciplinary co-creation effort involving more than 70 people from different departments and regional ministries, who collaborated seamlessly from the brand’s inception and the conceptualization of the UX architecture through to the synchronization of the data collection system.
Key to the Implementation:
The General Directorate of Public Health entrusted Ayesa Digital, a Liferay Platinum Partner, to lead the design, development, and deployment of EINASalut on Liferay DXP. The project involved a multidisciplinary team of more than 70 professionals who conceptualized everything from the brand identity and UX design to data processing and integration.
The solution structures a multisite network with a general portal and five tailored environments (Active Citizens, Healthy Communities, Families, Active Institutions, and Active Patient), complemented by specialized subsites (such as the CEPS school network or healthy workplaces) that share a common repository. On the interactive front, the Self-Assessment Engine (MAU) centralizes more than 40 dynamic questionnaires that generate personalized reports with practical recommendations and interact with local participatory spaces for community associations and networks.
Data governance is implemented through interactive dashboards that unify the analysis of the population’s socioeconomic and territorial determinants. Thanks to Liferay’s flexibility, this “AI-Ready” ecosystem—which already includes an initial conversational assistant (chatbot)—continues to scale agilely to incorporate new programs (such as family and sexuality) and intelligently automate evidence-based health recommendations.

The platform has established itself as a pillar of regional health assessment and a key component in the planning of the future Balearic Public Health Agency (ASPIB) and the development of the 2025–2030 Strategic Health Plan
